COMMITTEE MEETING MINUTES

July 1, 2014

        The Finance, Administration, Service, Engineering and Gorman Farm Committee met at 3:00 pm on June 3, 2014.  Present were Councilmembers Finan, Hartman, and Schaefer. Also in attendance were Mayor Apking, Chris Schuermann, Cynthia Caracci, Jim Bothe, and Stiney Vonderhaar
        Finance

Cynthia Caracci presented the financial report.  The income tax revenue was for June was $1,236,444.74. This is $126,286.18 more than June, 2013.  Year to date the income tax in 2014 has generated $7,006,599.87.  That is $126,286.18 less than that collected through June, 2013.  June ended with a surplus of $610,439.18 excluding the Evendale Commons TIF.  Year to date, the Village has a net surplus of $1,904,204.10 excluding the TIF.  The unencumbered balance is currently $16,098,233.57.

        There will be a transfer Ordinance on the Council agenda moving money within the Capital Fund to pay for the road project. This should carry an emergency clause. There will be General Fund from the contingency line item to pay for street cleaner repairs. This will not have an emergency clause.  An additional transfer, to pay for the Codification of the Ordinances will also have an emergency clause.

        Cynthia noted that the Tax Budget has to be passed by mid-July.  It forms the starting point of the budget process.  It will require an emergency clause.
        
        Administration

        The committee discussed the proposed residential street light replacement project.  Depending on the poles, the initial cost estimate will be between $345,850 and $618,347.  The committee had other questions about the pole options.  Mayor Apking indicated he would ask Jack Cameron to follow up with Keith Kesse about other options for the poles.  The LED lights would save about $500 per month.  The also would focus more light on roadways.

Jim Bothe and the Mayor discussed the Civic Center elevator proposal. After some extended discussions about the scope of this proposed project, the committee recommended that an architect be employed to evaluate the building and the whether the elevator should be used for handicapped access or for the general access to the building.

        The committee again discussed the need for a landscape architect to work with ODOT on the Thru the Valley landscaping.  Jim Bothe will contact Monroe and ODOT to get names of architects who have previous experience with this type of work.  The mayor extended the TLC lease for another month.  The Hollywood motel has been demolished.  Kenetic Vision is preparing a mock-up for Village promotional material which will be paid for out of economic development funds.

        
        Gorman Farm
        
The written report of the Gorman Farm is attached. Chris Schuermann noted several items. The Chef Camp is extremely popular and was mentioned in an article in Bon Appétit Magazine.  The Farm’s “Building Health Futures” slogan was granted a trademark.  The mobile kitchen project is going well and is working in conjunction with Good Sam.

Chris Schuermann indicated that the location of the bus stop before the entrance to Gorman Farm is creating a hazard.  The committee suggested that either Chief Korte or Jack Cameron discuss moving the bus stop with METRO. The committee also appreciated the change in the Farm repots which include a specific section dealing with proposed changes to the Gorman Farm Property, facilities, and/or equipment at the farm will begin next month.

Engineering/Service

        The Engineers report was submitted in writing.  The apparent low bidder on the Street Project is Prus Construction at $485,867.50.  The small project contract mostly has catch basins on Medallion Drive and will be let shortly.

Stiney Vonderhaar noted that the Bicycle Master Plan will be presented at the council meeting.
